Under the draft agreement, the remaining living prisoners, mostly male soldiers, would be released in exchange for more prisoners and a "complete withdrawal" of Israeli forces from Gaza. But Hamas has said it will not release the remaining hostages until the fighting ends and Israel withdraws completely, with Israeli Prime Minister Benjamin Netanyahu vowing in the past to continue fighting unless Hamas' military and governing capabilities are eliminated.
If no alternative government is determined for Gaza in these talks, Hamas may take responsibility for the region.
In the third phase, the bodies of the remaining hostages would be returned in exchange for a three- to five-year reconstruction plan in Gaza under international supervision.
Israel and Hamas have come under renewed pressure to end the conflict ahead of Trump’s inauguration next week. Middle East envoy Steve Witkoff recently joined US, Egyptian and Qatari mediators in the Gulf state’s capital, Doha.
Trump said late Monday that a cease-fire was "very close."
"I understand... there was a handshake and they are finalising it - and maybe by the end of the week," he told American cable television channel Newsmax.
Hamas has blamed Israel for repeated setbacks in negotiations, saying the Palestinian resistance group has on more than one occasion accepted an offer from mediators but Israel has rejected it or launched a new military operation immediately afterwards. Israel and its close ally the United States have blamed Hamas for the setbacks.
According to the Gaza Ministry of Health, Israel's genocidal war on Gaza has killed more than 46,500 Palestinians, more than half of whom are women and children.
